Position Overview
The Planner Estimator is responsible for coordinating, planning, and scheduling all capital project, outage, and maintenance-related activities from initiation to completion. This role ensures work is conducted cost-effectively and in alignment with the procedure for “Planning Contracted Work”. The Planner Estimator collaborates with Construction Supervisors to develop work estimates, review contractor proposals, and employ cost control measures to meet station budgetary requirements.
The role also involves facilitating prompt communication, coordinating significant work activities with stakeholders, minimizing schedule and cost conflicts, and monitoring compliance with Key Performance Indicators (KPIs).
Level 3: Planner Estimator
At this level, the Planner Estimator II works with limited supervisory oversight, exercises significant independent decision-making, and performs additional responsibilities, such as developing project contract documents, creating schedules, and validating work orders.
Primary Duties and Responsibilities
The Planner Estimator II is responsible for the following, within the scope of authorized company objectives, policies, procedures, plans, and budgets:

Planning and Estimating:
- Scope, plan, and estimate contractor work per ES-CM-100 guidelines.
- Ensure work packages include necessary procedures, permits, job aids, and adherence to safe work and environmental policies.
- Estimate contractor work with minimal assistance.

Scheduling:
- Develop, maintain, and monitor P6 schedules for outages, maintenance, and projects.
- Ensure all stakeholders understand project details, especially Contract Supervisors.
- Maintain contractor project schedules and communicate changes promptly.

Productivity and Monitoring:
- Monitor and minimize overtime usage while improving productivity.
- Ensure work orders are completed, routed appropriately, and follow-up actions are addressed.

Leadership and Collaboration:
- Guide team members in achieving company and departmental goals.
- Provide mentorship to Planning Associates regarding contractor work planning and scheduling.

Invoice Management:
- Review and approve invoices for planned work within authorization limits.
- Route invoices for further approvals as required.

Additional Responsibilities:
- Execute special assignments or other duties as assigned by the Manager, E&PM Construction.
-Qualifications
Education
- Required: High School Diploma or equivalent.
- Preferred: College Degree in Business, Engineering, Engineering Technology, Building Construction, or a related field from an accredited institution (may substitute for equivalent experience).
Experience
- Required:
- Minimum of two (2) years as a Planner Estimator I or six (6) years of relevant work experience.
- Experience must include progressively complex assignments in scheduling, planning, and tracking maintenance work in a heavy industrial facility.
- Preferred:
- Experience in planning and creating work packages.
Knowledge, Skills, and Abilities (KSA)

Required:
- Proficient understanding of work management systems for planning, scheduling, and tracking maintenance in industrial facilities.
- Knowledge of maintenance and outage management best practices and procedures.
- Ability to develop and maintain KPI metrics and schedules.
- Proficiency in Microsoft Office (Excel, PowerPoint) with expertise in spreadsheets, pivot tables, macros, and presentations.
- Strong communication skills, including written, verbal, and reporting methods.

Preferred:
- Proficiency in scheduling software (e.g., Primavera, Microsoft Project).
- In-depth knowledge of Critical Path Method (CPM) scheduling methods and theory.
